Squids?

Maybe someone can help me with this. During one of many recent walks around Troy's downtown area, I noticed the stone work on the cornice of the Troy Public Library. Not sure, but they sure look like squids to me. How about to you?

The building itself was designed by J. Stewart Barney and Henry Otis Chapman Architects from New York City in the late 19th Century. The style is called 'American Renaissance' and is based on Italian palaces. There are a number of notable features of the building's architecture, and the elaborate carvings are often noted in descriptions I have read, but none that tells me what the heck these creatures were...or why?
